இருமொழித் திறன் முத்திரை

இருமொழித் திறன் முத்திரை என்பது ஆங்கிலம் தவிர பிற மொழிகளில்  தேர்ச்சி பெற்ற உயர்நிலைப் பள்ளி மாணவர்களை அங்கீகரிக்கும் வகையில் பள்ளி, மாவட்டம் அல்லது மாநில நிர்வாகத்தால் மாணவர்களின் அதிகாரப் பூர்வமான பட்டமளிப்புச் சான்றிதழில்  வழங்கப்படும் முத்திரையாகும்.  

      தமிழ் மொழிக்கான இருமொழித் திறன் முத்திரை திட்டத்தை இதுவரை 49 மாநிலங்களும், வாஷிங்டன் டி.சி. யும் சட்டப்பூர்வமாக அங்கீகரித்துள்ளன.  இதுவரை 15 மாநிலங்களில் மாணவர்களின் தமிழ்த் திறனை பரிசோதித்து முத்திரை வழங்கும் முறை நடைமுறைபடுத்தப்பட்டுள்ளது.       

பத்தாம் வகுப்பு முடித்த உயர்நிலைப் பள்ளி மாணவர்கள் இருமொழித் திறன் முத்திரைக்கான தேர்விற்கு விண்ணப்பிக்கலாம்.  இத்தேர்வில், தேர்ந்தெடுக்கப்பட்ட மொழியில் மாணவர்களின் படிப்புத் திறன், பேச்சுத் திறன், புரிதல் திறன் மற்றும் எழுத்துத் திறன் ஆகியவை பரிசோதிக்கப்பட்டு, தேர்வு பெறும் மாணவர்களுக்கு இருமொழித் திறன் முத்திரை வழங்கப்படும்.  கல்லூரி மேற்படிப்பிலும் பிற வேலை வாய்ப்புகளிலும் இருமொழித் திறன் முத்திரை மாணவர்களுக்கு மிகவும் பயனுள்ளதாக இருக்கும். 

Seal of Biliteracy

    The Seal of Biliteracy is an award recognizing high school kids who have demonstrated proficiency two or more languages, one of them being English.  It is awarded by schools, districts, or states to acknowledge students’ language skills and is often represented by a gold seal on the diploma or transcript. 

    As of now, 49 States and Washington DC are supporting the Seal of Biliteracy program through legislation.  About 15 States have already approved assessments for Tamil language.  Many States do now have approved assessments for Tamil, however local school districts may have approved some form of evaluation. 

    Students can register for the Seal of Biliteracy test during their Junior or Senior year in High School.  The test evaluates the students’ proficiency in the selected language in four categories – Listening/Comprehension, Speaking, Reading and Writing.  The Seal of Biliteracy provides Students various advantages in higher education as well as in their career.
